Transport Workers Union (TWU) Local 291 represents the hardworking employees of Miami-Dade Transit—the largest transit agency in Florida. As a proud division of TWU International, we are committed to advocacy, solidarity, and the protection of workers’ rights.
We are more than a union. We are a unified force for fairness, respect, and progress. Through collective power, we ensure that the voices of transit workers are heard and their contributions are valued.
Our mission is to protect the rights, wages, and working conditions of our members. At the same time, we work to build a united workforce that ensures safe, reliable transit. As a result, we uphold dignity and security as fundamental workplace standards.
We envision TWU Local 291 as the leading voice for Miami-Dade transit workers. Therefore, we strive to ensure job security, economic stability, and equal opportunity. Furthermore, we are committed to improving public transit while uplifting and respecting the professionals who power it.
We aim to protect the rights of transit workers while supporting their health, growth, and empowerment. Therefore, we focus on fair pay, safe conditions, strong benefits, and career development. Moreover, we strengthen ties between our members and the communities they serve—helping build better neighborhoods and public systems.
TWU Local 291’s roots are grounded in the pursuit of equity, labor rights, and representation within Miami-Dade’s public transit system.
In 1964, the federal Transit Act required agencies to desegregate and enter into union agreements through what became the 13(c) Agreement—a critical measure ensuring workers’ rights before federal funding could be awarded.
Around this time, Miami-Dade merged five private bus companies into one system. Previously, 95% of Bus Operators were White. However, integration caused 80–90% to resign rather than work alongside newly hired Black and Hispanic drivers.
In 1966, after being offered just a one-cent raise, thirteen African American operators formed the Fraternal Order of Transit Employees (F.O.T.E.) to demand fair wages and respect. Although their early attempts failed, support from a TWU Local 100 official helped gain momentum.
Their persistence led to a breakthrough. On October 6, 1970, TWU International officially chartered F.O.T.E. as TWU Local 291.
In 1978, Miami-Dade received a unique 13(c) Agreement for Metrorail, prioritizing internal union workers. In 2002, it was updated to honor classification-based seniority.
Today, TWU Local 291 carries this legacy forward—advocating for worker protections, equity, and progress across all areas of Miami-Dade Transit.
